White Powdery Stains Are Usually Efflorescence

First, do the wet test. This is non-negotiable. Clean Safely Without Making It Worse

Start dry: scrub the white areas with a stiff nylon brush and sweep up the powder, then rinse lightly. If you use a pressure washer, keep it on the lowest effective pressure and a wider fan tip, since pressure washing efflorescence can drive the problem deeper if done aggressively.
